César Severo Escovar, J.D. is the Founder and Principal of Cesar Escovar, LLC. CE Consulting is the main division of the company and was created to assist the alarming number of small businesses and condominium associations in the United States that face financial hardships and operational roadblocks, yet do not possess the fundamental expertise on how to correct course and address their business burdens. Cesar Escovar, LLC's core philosophy is "Business Growth Through Operational Enterprise Risk Management."
César's experience in the corporate business world includes his tenure as the Vice President of Compliance and Financial Services at one of the nation’s oldest and leading Community Development Financial Institutions ("CDFI"), North Side Community Federal Credit Union ("North Side"). While at North Side, César managed its business operations as an executive leader, including the compliance and risk programs, and the housing counseling program which was consistently lauded by the Illinois Housing Development Authority ("IHDA") as one of the top 3 HUD Approved Housing Counseling Agencies for the State of Illinois. Under César's leadership, the housing counseling program provided foreclosure prevention, pre-purchase education, and condo education counseling to homeowners and prospective homeowners in the greater Chicago area.
César earned numerous industry prestigious professional certifications such as: Credit Union Compliance Expert ("CUCE"), Bank Secrecy Act Compliance Specialist ("BSACS"), Credit Union Enterprise Risk Management Expert ("CUERME"), Certified Credit Union Internal Auditor ("CCUIA"), and Certified Regulatory Vendor Program Manager ("CRVPM"). César continues to serve his community today through his active role as Senior Manager of Risk & Governance at one of Illinois' largest credit unions (over a billion dollars in asset size), Great Lakes Credit Union ("GLCU"). César ensures GLCU's business practices are in line with industry regulations and laws, promoting and ensuring the safe and healthy banking of the local community members GLCU was founded to serve. César also serves as the Chairman of the Board for GLCU's foundation, the GLCU Foundation for Financial Empowerment, where its mission is to "Drive the financial well-being for our communities through powerful partnerships focused on education, philanthropy, and service to affect positive change."
César has a well-rounded legal background starting as an evening student graduate of The John Marshall Law School, while working full-time as an executive at North Side Community Federal Credit Union over the course of four years. César's legal experience includes his tenure at the Business Enterprise Law Clinic at The John Marshall School for over a year as the lead student attorney representing several local community businesses and owners in their transactional needs, including: business formation filings, structuring of internal operational agreements and contracts, business strategy and growth consulting, strategic planning sessions, drafting customized contracts, and much more! César also served for three years as the Law Student Liaison of the Law Student Division to the Business Law Section of the American Bar Association, and was a member of Council for the Business Law Section, serving along side other prominent business lawyers and judges for those three years. César continues to be actively involved in the Business Law Section of the American Bar Association serving as: Vice Chair of the Young Lawyers Committee, Vice Chair of the Pro Bono Committee, Vice Chair of the Corporate Governance Sub Committee of the Credit Unions Committee, and Business Law Fellow Alumni class of 2019 - 2021.
César's legal education, his professional certifications and designations, and distinguished work experience, have helped César not only to manage the operational risk and compliance of running a federally chartered credit union and state chartered credit union, but to also educate clients that have sought after his guidance to assist in managing the operations of their own businesses and associations. César has assisted many small business owners get their businesses back on track through rigorous, in-depth business management coaching, using his unique coaching and consulting methodology: ACE. He has also worked with condominium associations to train board members and association members on how to properly self-manage their building and avoid financial and operational catastrophe.
César holds a Bachelor of Arts degree in political science from Indiana University and his Doctor of Jurisprudence from The John Marshall Law School.
